The Council of Nine (temporarily the Council of Eight) was the ruling council of Pelor's Hope, made up of the heads of the nine most powerful families. It was changed to the Council of Eight after House Harper was mostly wiped out by Fennekin. The council reinstated the Harpers after the Demon Apocalypse was ended, and King Titus Harper joined them[1].
